Margaret Bad Warrior, Director of Intergovernmental Affairs & In-House Counsel
Margaret lives with her husband and three daughters on the Moreau River north of Dupree, South Dakota. Margaret served as in-house counsel for the Cheyenne River Sioux Tribe and the Standing Rock Sioux Tribe and taught for eight years at Oglala Lakota College. In 2008, she opened Zuya Sica Law Office, PLLC, providing legal services to tribal-nations and citizens, with a focus on federal Indian law, tribal law, and health law. She served as the Health Attorney for the Cheyenne River Sioux Tribe for nine years, and as the Tribe’s Mobile Court Judge. Margaret won two decisions in the South Dakota Supreme Court, involving qualifications for expert witnesses under the Indian Child Welfare Act (ICWA) and the interaction between ICWA and the Adoption and Safe Families Act.
